[Halld-controls] [Dsg-halld_plc] PVs to be added to IOC for display in WEDM

Hello,

I found in the EDM manual that you can do local PV types that are simple calculation (similar to what Brian's mentioned).

It looks like this type of local PV can be displayed in WEDM.

I've added four sums to the voltage tap screens so nothing else is needed.

I wasn't planning on it ...

Shouldn't that just be a CALC type PV instead of a CSS rule?

I pretty sure I can't make those on the NI EPICS IOC, which means that should also be on the solenoid IOC.
