[Halld-cpp] update on empty target

Hi All,
the data taking on empty target is a little on the slow side. We are 
currently on the second Run for the first
diamond orientation (PARA) just past 60M that is equivalent to 1+1/4 on 
PARA of the first full cycle.
if this trend continues we will need more like 24 hours rather than the 
12 hours we anticipated for the
empty target running.
I will keep an eye on this and will asses again the situation tonight 
around 10pm when the next shift change
will happen. but it clearly will take longer to finish the empty target 
data taking then we hoped for.
