[Halld-cpp] [New Logentry] Rho polarization as a function of beam energy

I used 13 full runs with "daq_run=='PHYSICS_CPP' and polarization_direction=='PERP'" between 100844-100877 to extract the rho decay asymmetry in 100MeV bins. The peak is near 0.7, which translates into about 76% degree of polarization.
