[Halld-cpp] [New Logentry] Follow-up Re: Rho polarization as a function of beam energy

I used all full runs with "daq_run=='PHYSICS_CPP' and between 100844-100877 to extract the rho decay asymmetry in 100MeV bins. PSigma was extracted for individually for the PARA and PERP runs, and from the asymmetry between both. There seems to be a rather large instrumental asymmetry between 3 and 4 GeV, but the peak value at 5.5GeV is consistent.
