[Halld-cpp] inconsistent raw file numbering

Hi Sergey,

It looks like the numbering of the raw files is inconsistent since we 
switched to writing two files at the same time last week. 100952 is 
still fine, but after 100954, several file numbers are missing on /mss/, 
see for example:

ls /mss/halld/RunPeriod-2022-05/rawdata/Run100954/

Here, we are missing files 4, 12, 14, 20, 28, 30, ...

Are the files really missing, not yet copied to tape or did the DAQ 
somehow skip the file numbers?

This effect can be seen until now (run 101009).
