[Halld-cpp] [Revised Logentry] Beam conditions before and after TAC run

None of the parameters looked at show any clear difference between before the TAC run and
after the TAC run with the exception of the "Active-Target" counter which is a piece of plastic
scintillator in the photon beam right before the beam dump.
All other parameters looked at, beam current and rates in Hallo counters (PMTs around beam pipe) in the
tagger and collimator cave do not show any difference. Neither does the PSC rates.

the "dark-green" is the Active Target counter rate.
