[Halld-cpp] [New Logentry] gas flow turned on, LV work in progress

1) The gas flow for the FMWPC wire chambers is turned on
2) An error was diagnosed to be in the LV distribution box of wire chamber #3. Chris is removing it from the detector
and taking it to the lab where it can be diagnosed on the bench and repaired.
3) Keith is working on brackets to ground the connectors of the wire chamber (on the pcb board) to the shielding Box.
