[Halld-jlab] Group ownership in /group/halld and /site/www/html/Hall-D redone

Hi,

Kelvin completed the revamping of group ownership in halld areas.

All group ownership in /group/halld is now set to "halld", and 
appropriate sticky bits are set.

All group ownership in /site/www/html/Hall-D is now set to "halld_ul", 
and group sticky bits are set.

Let me know if you come across any problems.
