* Secretary Chu has announced a pay freeze for two years
+ promotions will be honored
* We do not have a budget yet
+ Continuing Resolution until March most likely
+ problem with Project: 2010 lower in budget because of
front-loading in 2009, lower level continues in FY11
+ full year at CR level a problem
+ Glenn looking for items that can wait for 6-9 months
* Working on ETC change request, partially submitted
+ 10% increase in our budget
* Coil 1 test finished
+ reached 1200 A, a big success
+ many lessons learned
+ still some questions
o lag of field behind current
o field is reversed with respect to expectations
o problems with quench protection
* Request for timesheet-related information:

o use longer fibers, put box on floor, use plastic
shielding: gives about 20 mRem/hour
o expect lifetime of 3 months with factor of 5 increase in
dark current
o Richard: can run with dark current elevated by factor of
50
+ issue with operation at high rate, 4 MHz in this case
+ need amplifiers for PMT solutions, Franz's fixed array type or
multi-anode
* Almost done with note on FLUKA/GEANT simulation of damage to BCAL
SiPM's
* Elton: what is rate for start counter?
+ 10-15 kHz per paddle
* looking at Hall D ADC plan

+ first article foils are here, being inspected
+ Fernando Barbosa says they look better than those for
full-scale prototype
+ some problems: finish on copper, some wrinkles
* Tension measurement system tested
+ apply current, use permanent magnet, find resonance
+ use same laser sensor as used for cathode foils
+ driver arrived for stepper motor
+ proof of principle in hand

o problem with hole placement

* Methane in gas
+ after pulsing disappears

* 4-hour SOTR training, go through procurement procedures,
recommended (perhaps required) for SOTR's
* Replacement solenoid
+ pursuing contract with group at MIT (Joe Minervini), for
conceptual design
+ decide on conductor, parameter definition, to yield
design/build contract
+ about 250 k$ (for CD)
* ETC: cooling and bias feedback response for SiPM's
