Announcements, Eugene
* appraisals and promotions: meeting of supervisors has not happened
yet
* medical and dental plants: 11% increase starting March
* LDRD program
+ tax on funds for all activities at the lab
+ R&D proposals solicited
+ about 500 k$ (direct)
+ Feb. 28, letters of intent accepted
+ proposals due Apr. 13
+ possible area of Hall D proposal: Cerenkov upgrade
+ PI must be JLab staff
* NSAC sub-committee
+ two scenarios to be evaluated
1. flat-flat
2. inflation adjusted
+ committee also evaluated budget above inflation adjusted but
below President's, three-lab program can be maintained with
cuts at all three
* DOE initiating facilities planning exercise

2. ATLAS (isotope beams)

Re-Baselining
Eugene on Re-baselining
* several peer review before DOE review in May
* we need to provide new schedule, starting in March
* present to management by end of Feb. including basis of estimate
and manpower profiles
* May DOE review, if approved, starting in June we live by new
schedule
+ until then we mark progress against the old
* acknowledged that performance will drop due to diversion to
re-baselining
Online and DAQ, Hovanes
* DAQ part
+ more or less the same as before
+ some splitting of lines
+ increases in fiber optics, cameras
* Online part
+ completely re-written
+ amount of labor did not change much
+ several types of activities
o computing
o installation of software
o monitoring
* activities categorized as priority 1, 2, or 3
+ due by Apr. '14, Oct. '14, or later if at all, respectively
* manpower: Elliott, David, Hovanes, new hire, Dave Abbott, Bryan
Moffit, Paul Letta, Vardan Gyurjyan, and visitors (3 from Yerevan,
Dmitry from MEPHI)
* Eugene: detector group personnel will contribute
* all magnet control work from Accelerator other than solenoid
* will need money for active collimator read-out
* interface between online tasks and detector groups efforts will
take planning and communication
Electronics, Fernando
* need to establish a plan for installation of racks, cables, and
electronics
* Tim: start BCAL rack installation mid-Feb.
* must have schedule that can be defended
* will use space in data center for cable bundling and labeling
* Gerard's contribution to design and coding of firmware for
Flash-125 to be defined
Engineering, Tim
* better view than a year ago
* labor involved in installation and check-out of equipment need to
be reviewed
* repair of solenoid leak will be put in
+ one nitrogen leak, air leaks
+ solenoid may go to July
* testing of electronics and detectors needs input from detector
groups
BCAL, Elton
* construction going well
* light guides on four modules last week, about on track
* getting help from FEL
* FEL technician will work on BCAL cooling tubes
FDC, Lubomir
* FDC production on track
* will finish all packages by end of month, then on to the spare
package
* testing in EEL going apace
* basis of estimate being prepared
