Private:Hall D Staff Meeting, February 25, 2013

    Present: Fernando Barbosa, Eugene Chudakov (chair), Hovanes Egiyan,
    Mark Ito, David Lawrence, Lubomir Pentchev, Yi Qiang, Elton Smith,
    Sascha Somov, Simon Taylor, Tim Whitlatch, Elliott Wolin

    We discussed issues related to re-baselining. A few notes:
      * Phil Kessler is doing all of the P6 data entry for us.
      * The codes for all BOEs for all activities are due today.
           + The categories of BOE are procurement, labor, and expenses.
           + The codes are documented in
             Re-Baseline_Contingency_Initial_Values.docx
      * There will have to be reviews for each detector system before it
        can be turned on in the Hall.
      * Depending on the system, and if necessary, development of an OSP
        will aid review preparation.
      * We discussed which installation items can be delayed until after
        April '14 and which are essential for dealing with initial (test)
        beam in the Hall.
      * We may use a "beam profile monitor," crossed arrays of
        scintillating fibers with scaler read-out for beam commissioning.
      * We discussed approaches for documenting BOE in the system. A
        complication arises in that the activities and their dates may
        change as we go forward.
