[Halld-jlab] Rack and crate locations and Controls

Hi all,

I have updated GlueX-doc-1452, reflecting extensive changes to the rack 
(from Tim) and crate locations in the U1 and D2 areas, adding the 
controls' hardware (from David Butler) and adding and revising the 
telecom hardware (from Elliott). Please let me know of any additional 
changes or corrections as soon as possible and as we proceed with 
installation.

Note on Controls:
Sub-system owners should provide David Butler, Hovanes and Elliott with 
information/requests for the software controls. This should include the 
sensor/hardware type (temperature, flow, etc) and the action required 
from Controls. For instance, what are the limits and the desired action 
from monitoring the CDC temperature sensors? Result: turn supplies off, 
send an alarm, log event, etc. Considering the installation schedule 
(refer to installation wiki) and first operation of the detectors in the 
hall, I suggest that all the information should be provided by 1 Nov 
2013. Please note that there will be no operation of any of the 
detectors and related hardware without the proper control levels in 
place - a safety and QC measure.
