    David Lawrence, Lubomir Pentchev, Sergey Pozdniakov, Elton Smith, Simon
    Taylor, Ivan Tolstukhin, Alam Toro, Tim Whitlatch, Beni Zihlmann

    Chair called meeting to order at 3:00 pm.

Announcements, Eugene

      * no word on lab budget vis-a-vis a government shutdown
      * for Physics in FY14, not an optimistic outlook; can continue for
        about 2 mos. on current plan at CR levels
      * FEL group has dissolved, no Navy funding, Lab trying to retain
        staff, personnel offered to Hall D
      * Re-baseline still not finished
      * magnet review
           + panel will meet Fri., Bob McKeown chair, several experts on
             panel, will look at Hall D and Hall C magnets
           + Leigh Harwood suspects turn-to-turn short, short would work
             against ramp direction, possible heat source, perhaps 1 W
                o we should then see it in voltage on sub-coil
           + have observed small spikes, about 20 mV, for 10 ms, all coils
                o Yi is analyzing data
                o a single spike should not cause a quench
           + "flux jumping" also proposed as possible quench initiator
           + in December there will be a Director's Review, DOE review to
             follow in early 2014
      * plans going ahead on injector test area, one RF cryomodule
           + current may be too high for detector testing
           + ideas solicited for use by Physics

Installation, Tim

      * BCAL installation tooling being removed, upstream platform going
        in, should take about two weeks
      * chilled water being installed, no AC this week
      * tagger magnet mapping fixtures tested for fit
           + Giles will bring in mapping equipment
      * Elton concerned about humidity in the Hall and its effect on BCAL
        electronics, a nitrogen purge may be in order
      * BCAL cooling manifold came in last week
      * cut holes for upstream platform cable runs
      * installing rest of cable trays for BCAL
      * Danfysik came and looked at pair spectrometer magnet power supply
           + some mechanical adjustments made
           + electrical testing: OK
           + discussed solenoid PS plans as well, they will return in
             December for other work in Hall C and discussion can continue
      * Electrical power transformers are all installed, panels are almost
        all done
           + will get help with power cable runs from Accelerator and
             Charles Hightower
      * gas shed, alcohol refrigerator plumbed, Scot Spiegel working on it
           + big main panel due Set. 30
      * linear stages for pair converter and amorphous radiator came in

Electronics, Fernando

      * getting three folks from FEL to help with installation, 1 engineer,
        2 physicists
      * putting together an installation crew roster
           + some will need training to work in Hall
           + plan to start cabling in two weeks
           + may still need more personnel
      * starting to move crates from F112 to Hall
           + full crate tests nearly done except for F125
           + as tests complete, crates can be installed in Hall
           + next are the 2 BCAL areas, then U1, then U2
      * Alan is working on LED pulser system and the master oscillator from
        Accelerator
      * for the pair spectrometer, half of the electronics are ready
      * for the start counter, electronics is almost done
           + Nick Sandoval will travel to FIU to set-up read-out chain
             there
      * F250
           + of the 350 ordered all in in hand save 16, those did not pass
             tests
           + Bryan Moffit will take over the test setup

IT Steering Committee Meeting, Mark

      * MIS: Kari Heffner
      * Operations: Andy Kowalski
           + report on network outages
           + emergency communications: cell phone signal boosters will be
             deployed
           + Facilities Management devices will be put on on segmented
             network
           + cyber security major threats
                o 3rd party software
                o phishing
                o visiting external web sites
           + redundant 10 Gbps connection to ESNet now
           + virtual desktop infrastructure (VDI) to come: local client
             accesses virtual windows machine
      * SciComp: Chip Watson
           + 12 GeV Review Nov. 25, 26
                o 18 month period between reviews
           + new farm nodes (35% increase), 24 nodes, 16 cores per node, 2
             thread per core
           + added 50 TB server (25% increase)
           + one more frame added to tape library with 2 LTO-6 drives
           + data management plan: Graham Heyes
                o DOE mandated
                o tiered system: JLab, Halls, individual experiments

Pion Polarization Workshop, Elton

      * workshop is Friday afternoon
      * 3 theory talks
          1. Barbara Pasquini: pion polarizability
          2. Jose Goity: chiral perturbation theory
          3. Michael Ramsey-Musolf: implications for g-2
      * experimental discussions
           + muon detector behind FCAL
           + simulations
           + running tagger at 6 GeV
           + nuclear target

Calorimeters, Elton

      * BCAL installed in magnet
           + some read-out modules removed and inspected, looked good,
             re-installed
      * FCAL completely cables up

FDC, Lubomir

      * Tim: Richard Getz has drawn up position of FDC during cabling both
        near magnet and at a position 5 feet back
           + will be close to BCAL, but should not interfere; there should
             be room to test both
      * using spare package as a test bed for F1-TDCs
      * thick cell tests
           + needed higher voltage in the EEL than was needed at Blue Crab
           + found gain and other characteristics depend on gas flow rate,
             could be some outgasing from internal chamber surfaces causing
             recombination

Online/DAQ, Hovanes

      * will do network install in Oct. and Nov.
           + fiber panel in wrong place, must be moved
           + need to install switches, fibers to switches, switches to
             counting house
           + location and number of switches to be determined, depends on
             rates from crates
      * Facilities has declared the counting house complete, but there are
        still some punch list items (fire extinguisher, SWIS computers)
      * AC will be down in counting house for two days at least, coordinate
        with online group if you need your computer and/or crate turned on

Other Items

      * tomorrow at 4 pm, Elton will give a practice talk for his
        presentation at MENU
      * David is one volunteer short for guides for the DNP tours of Hall
        D, contact David if you can help

    Adjourned at 4:05 pm.
