[Halld-jlab] Shift assignments for JLab, a proposal

Folks,

There are obviously a lot of considerations that could go into shift 
assignments and we should have that discussion. We already heard a lot 
of good ideas today at the Hall D meeting. However, given that we need a 
first draft by tomorrow, I really don't see any option except to 
randomly assign shifts to JLab physicists.

I won't be doing anything until tomorrow. No JLab shifts have been 
assigned yet (with the exception of David's software-testing 
self-assignment).

You can find the shift schedule at https://www.jlab.org/Hall-D/shifts . 
To see anything reasonable at this page you must choose a time period in 
the column on the left, make sure "schedule" is selected for display, 
and click on "Display Selection". (The default time period is too short 
to see anything right now.)

The random assignments I propose will respect the block of four shifts 
you see on the schedule; each "assignment" will be for four consecutive 
days of the same shift.

Also note that if our initial stab at a schedule looks fundamentally 
flawed, we can re-think and re-do it.

I welcome comments and suggestions, and others will be interested to 
hear them as well.
