[Halld-level1] Pulse raw readout mode

Translating the arguments for Hai and Ed:

  FA_SLOT: flash slot number
        2: Raw Pulse Mode
      170: Window Latency (in 4ns samples)
       50: Window Width (in 4ns samples)
       10: NSB
       15: NSA
        3: Number of pulses to process
        0: Ignored on v2.0
