[Halld-level1] Hall D - TOF crate

Hi,

The Hall D TOF crate is ready to be connected for a DAq test.  
We relocated one of the fiber patch panels from the FCAL south
to the FCAL north. (Rack:  D2-1)

The two fiber patch cables are installed for the TI, CTP and labeled.
We noted that the CTP, TI and CPU were not installed in the TOF crate,
so once those are installed and configured, we can test using the Global
and TS crates.  The TI-D and SSP fiber ports are connected and are ready
for the TOF TI and TOF CTP.
