[Halld-level1] TOF cosmic trigger

Hi,

The TOF cosmic trigger (based on the energy released
in paddles) is up and runnning.

You can see some plots in:

(tdc hits are marked as red circles in the event viewer)

An example of the event analyzer (fadc/tdc parser) is in
/gluonfs1/gluex/devel/src/analyzer/tof/tof_check.C
