[Halld-level1] Electrical-->Optical and Optical-->Electrical converter modules

We got a success with VME Optical modules (FCAL->TS):

I swapped 6 optical cables on the Trigger side, and got signals from 
FCAL pulser output and cosmic output.

Now optical cable #12 connected to optical input #1 of 
Optical-->Electrical module in TS-TD crate,
optical cable #11 connected to optical input #2, optical cable #10 
connected to optical input #3 and so on..

FCAL pulser connected to TS TRGIN B1 input
FCAL cosmic connected to TS TRGIN B2 input.

Instead of real cosmic, now B2 is obtaining signals from NIM pulse 
generator from FCAL side.
I did it to let Alex Somov do a check TS configuration with active TRGIN 
B2 input.
