[Halld-level1] Trig Comp and BCAL ECL cables

Hi Serguei,

On item #3: I noticed the cables connecting the translator to the TI. 
They are 50 Ohm cables, not 100 Ohm. Because they are very short this 
may not make much difference, but we probably want to find twisted pair 
cables for permanent connections.
