[Halld-level1] CTP boards in all 12 FCAL crates

Hi Serguei,

Armen installed the patch cables from the 1U local rack panels to the 
locations of the CTP for the BCAL and FCAL crates.
We will install the patch cables to the SSP today.

Have we hit the 24 crate synchronization goal with TD<-->TI links for 
all BCAL and FCAL crates yet?

Good progress!
