[Halld-level1] TS crate for CDC/FDC

Hi,

As I've mentioned during the meeting today, we
moved 3 TDs from the trigger distribution crate
to the newly installed crate with a TS. We have
slightly changed optical links to TD. The optical
link map is in (see "Optical Links")
