[Halld-level1] [New Logentry] CTP firmware updated for tagger crates (suspecious CTP)

The CTP firmware was updated  (new version U1: 105, U3 306, and U24: A01) in roctagm1 and roctagh1 crates.
The CTP (CTPV2-003)  in the roctagm1 (T1-4) crate had problems with the firmware update;
Hai failed to program it through JTAG as well. The board was replaced to CTPV2-026, which works Ok.
