[Halld-level1] [New Logentry] ST triggers (readout fadc125 for TRD )

The stand-alone ST trigger is working Ok now
(there were problems with the CTP-TI connection)

I put the following configurations to:

/gluonfs1/home/hdops/CDAQ/daq_dev_v0.31/daq/config/hd_st


Stand alone with Master TI (setup hd_st.ti )
------------------------------------------------------

st_pulser_ti.conf  (periodic TI pulser)
st_cosmic_ti.conf  (ST self-trigger)


Trigger distribution through the TS (setup hd_st.tsg)
------------------------------------------------------------------

st_pulser_ts.conf  (periodic pulser)
st_cosmic_ts.conf  (cosmic trigger proiduced by GTP)

Reading out TRD fadc125 can be enabled by adding
the TRD section to the configuration file, 
see example below. Byy default reading out TRD fadcs 
is disabled.
