[Halld-level1] [New Logentry] Random trigger

The periodic pulser has been implemented using the external pulser connected to the TS FP. The rate is currently set to 100 Hz; 
the rate will be tuned later. The trigger can be accessed in the reconstruction using (DL1Trigger bank) bit 12 in the fp_trig_mask.

William is debugging the TS feature with generating extraneous  sync events when the TS pulser is active.
