[Halld-level1] [New Logentry] Trigger crate restored

The trigger crate was restored; all TDs were installed and connected.

The TI / TD  firmware was updated on the trigger and all FCAL crates (William fixed some communication 
features between TI/TD, which didn't effect our data). The new TS firmware was also installed:

TI:    tip76 (old tip61) installed on all FCAL crates 
TD:  tdp73 (old tdp61) installed on boards in slots 9,10 (FCAL) and 14 (Trig) 
TS:  tsp71 (old ts52)

We are still checking performance of the new versions. Other crates will be updated
after tests.

(we have to thoroughly check rocfcal10, there could be some issues).
