[Halld-level1] [New Logentry] TI/TD firmware updated

The new version of the TI firmware (tip 76) is installed on all crates
(after fixing the 32 ns time shift which appeared once in a while 
on F1TDC modules, thanks to Ed and Bryan. We still need to run
some tests to make sure that we don't see this shift anymore).

The TD firmware  (tdp 73) is installed on all TD modules.  

The BCAL cosmic trigger looks Ok.
