[Halld-npp] NPP theory appendix added to proposal

Folks,

Recall that Jose sent me an appendix on the theory yesterday. I 
circulated a copy this morning as a stand-alone document. I have now 
incorporated the text as an appendix to the proposal document on 
overleaf. In other words, it is no longer a stand-alone document; it is 
part of the proposal.

This is just a heads up that the change has been made.
