[Halld-npp] Posted draft of Pi0 Polarizability propoosal

Dear collaborators,

We have posted a draft of the Pi0 Polarizability (NPP) proposal on DocDB 
(GlueX-doc-4373 
https://halldweb.jlab.org/doc-private/DocDB/ShowDocument?docid=4373). I 
made the document public so everyone should be able to see it. We have 
submitted the draft to the GlueX collaboration for endorsement.
