[Halld-npp] npp_elton repository now accessible by gluex team on GitHub

Folks,

I forked the npp_elton Git repository from markito3/npp_elton to 
jeffersonlab/npp_elton <https://github.com/JeffersonLab/npp_elton>. The 
new repository is now accessible by the gluex team on GitHub in the same 
way as the others. Those with updates can submit a pull request now! The 
complete list of repositories is here 
<https://github.com/orgs/JeffersonLab/teams/gluex/repositories>.

I am going to switch my work to the new fork going forward.
