[Halld-offline] switching to stand-alone HDDS

Folks,

First off let me say: as of this writing nothing has changed...yet!

I've written up a note on what this change is and how to use the new 
stand-alone hdds scheme. Find the note at

. There is also a text version attached.

Bottom line: under the new system, you will have to checkout and build 
hdds along with src.

This change should make no difference in the execution of the code. It 
is simply a re-arrangement of the directory structure. I have tested 
that I get identical results on 1000 single-track events as output from 
hdgeant using the old and new systems. I compared all fields of all 
events in the HDDM output.

The modified version of the src tree is now sitting in the branches 
directory of the Subversion repository (branches/src-no-hdds). I plan to 
merge the changes onto the trunk on Thursday morning. (I wanted to give 
people a head's-up in advance of checking things in on the trunk).
