[Halld-offline] reorganization of tracking and pid code

Hi Beni,

not sure that is the answer. There are no FCAL hits before mcsmear so 
nothing to do in FCAL factories, thou this might be different for BCAL.

The line in the run.log might point to the source of error

JCalibrationFile.cc:94 Unable to open 
"/group/halld/calib/PID/photon_track_matching"!

which I do not see in my output (due to different JANA?)
