[Halld-offline] Changes to BCAL Summing and HDGeant LOSS

It's worth noting that hddm files from hdgeant/mcsmear created with
fine BCAL segmentation (the default before yesterday) will not work
with the new default scheme. You must regenerate these files after
updating, otherwise you will likely run into a crash.
