[Halld-offline] cerenkov hits

Hi Nathan,
from what I can see in the file main_HDDS.xml on line 75 is that
the Cerenkov is disabled (line is commented out by "!")
You have to remove the "!" and recompile the geometry and
then recompile hdgeant.
