[Halld-offline] my response to draft committee report

Folks,

Last June, after the "IT in the 12 GeV Era" review, Chip sent all 
presenters and committee member a draft version of the report and asked 
us to "correct any factual errors (mistakes on our part in understanding 
your presentations)". There was some language in that draft that implied 
that we do not have formal organizational structure for software, which 
was never true. At the time, I wrote a "letter to the committee" 
explaining some things that were admittedly not conveyed during the 
review, in particularly in responding to a perfectly legitimate question 
from committee member Brad Sawatzky. I also realize now that I never 
shared the letter with the collaboration and want to do so now. Find it 
attached.
