[Halld-offline] new position for 4th FDC package and updates to material maps

Hi Simon,

   I just want to make sure I understand and that it is clear to everyone:

If I now update any of HDDS, calib, or sim-recon, then I need to update
all 3 to get a working version.

Also, just a heads up to everyone, if HDDS and calib are out of alignment,
programs should still run, but the results will be incorrect. Similarly for
any existing .hddm files processed with an updated calib directory. The
effect may be subtle so be careful!

(Simon, correct me if I'm wrong.)
