[Halld-offline] new position for 4th FDC package and updates to material maps

Hi, Dave.

That is correct.   If you only update hdds, then after recompiling in 
the hdds directory and and rebuliding HDGeant, the old reconstruction 
code (before this most recent update) should still work but the material 
map for FDC4 will be inconsistent with the xml geometry.    In order to 
get a fully consistent version you will need to update all three areas:  
hdds, sim-recon, and calib.

Please let me know if there are any problems arising because of these 
changes.
