[Halld-offline] Hardwired run numbers

Dear Offliners,

   I just committed a change to the trunk that should remove the 
hardwired run numbers
that were being used in a few places to access calibration constants. 
Dmitry pointed this
issue out to me a few weeks ago and I have finally had time to address it.

The hardwired numbers were not an issue before since the run dependence 
is really
non-existent at this point (there's only 1!) However, it did have the 
side effect of making
multiple DB connections when only one was needed. It also broke the 
--dumpcalibrations
option in most dana programs so that is now fixed.

Because this touched several files (17 of them) it is possible some 
unexpected consequences
result. If you observed anything that could be attributed to the change 
using revision 10465
or greater, then please let me know.
