[Halld-offline] ad-hoc particle decay chain meeting

Offliners,

A small group of us met earlier today to discuss Kei's recent 
presentation at the Physics Meeting on problems he is having decoding 
the decay chain in Monte Carlo events. Some changes to the code have 
already been made, in advance of the meeting.

I've posted a list of action items we agreed on at the URL below. 
Corrections and inclusion of omissions welcome.
