[Halld-offline] scons for sim-recon

Folks,

I changed the build_scripts to default to using "scons" (i. e., SBMS) 
when building sim-recon, rather than "make". This will cause the nightly 
build to use scons. Recall that the location of binaries and libraries 
will be different now, with the BMS_OSNAME'ed directory on top.

Note that the RHEL6 build is on roentgen.jlab.org which does not have 
scons at this writing. Hopefully it will be installed by tonight.
