[Halld-offline] uconn srm upgrade complete, production resuming

Hello all,

The uconn srm upgrade has been completed successfully, and now you are able
to use any valid proxy to access files from the data challenge.  Please
discard any copy of the proxy that you downloaded from the docdb, and go
back to using your own.  Please let me know if there are any remaining
issues with remote access to these files.
