[Halld-offline] change to time-based tracking code

Hi, offliners,

I have just checked in a change to the DTrackTimeBased factory to fill 
in missing
track hypotheses if the fit fails for a given mass hypothesis but works 
for other mass hypotheses for a given track candidate.  Please let me 
know if you have any issues with this revision.
