[Halld-offline] sim-recon trunk working again

Folks,

The sim-recon trunk seems to be working now. The nightly build is 
succeeding and the single-track and b1pi tests have succeeded recently.

Last Friday I checked in a change to simply defeat the exit on error 
coming from the new tagger calibration tables. Those constants are not 
being used now on the trunk anyway. These new tables will be used once 
Richard and Paul M. finish their work on allowing the reconstruction to 
pick the appropriate hit from those present in the tagger.
