[Halld-offline] reconstructing an evio file

Mark,

I think the root of the error is reported here.

src/JANA/JGeometryXML.cc:204 Node or attribute not found for xpath
"//mposPhi[@volume='CDCstrawLong']/@R_Z/ring[@value='6']".

There is a ccdb lookup that is not working. I got a different error, but
similar, back when I was using an instance of the sqlite database that was
not current with my src build. I would try (a) scons -c && scons install;
(b) generate a fresh copy of the sqlite file and make sure your environment
points to it.
