[Halld-offline] Change in ccdb for FCAL-triggered runs

I have just updated the ccdb to put in some rough time offsets for each 
of the detectors (one for each detector type) for the FCAL-triggered 
data set (Runs 1505-1520 are the good range).   I will be doing the same 
later for the
BCAL-triggered runs ( I need to do some checking first).
