[Halld-offline] halldweb1 is not a subversion server

Folks,

As you know our standard subversion repository server is 
halldsvn.jlab.org. It turns out that in addition, halldweb1, our main 
web server, was configured to serve subversion requests. We are turning 
off that functionaliy on halldweb1. There should be no need to use it as 
subversion server.

I am only announcing this in case someone out there notices a difference 
in their subversion experience. If that is the case, please switch to 
using halldsvn as your subversion server (or let me know why that 
functionality is necessary).
