[Halld-offline] Fwd: updates to branch sim-recon-rj-pm checked in

Hello all,

Please see the message below regarding the cluster of changes that I have
checked into the sim-recon-rj-pm branch. Also a note to Mark, I hope we did
not remove the Makefiles from the branches of the tree where scons has not
yet been implemented. There are useful tools out there that can only be
built using make, as of today. For example, consider
src/libraries/AMPTOOLS_DATAIO. When I need one of these, I simply apply
whatever fixes to the BMS system is needed to restore the former build
functionality. If the Makefiles are globally stripped then that leaves
whole branches of sim-recon without any build system at all, which is
probably a step backward. It should probably be either make or scons, but
not both, and not neither.

Hello Paul and all,

I have checked in a host of updates to the working branch named in the
subject line. These include most of the changes that this branch was
created to introduce. There are still 3 things that I have not yet
completed on this branch.

   - add jitter to the trigger time for each event, make it selectable;
   - generate make a factory for DBeamPhoton objects which makes them out
   of TAGMHit and/or TAGFHit objects, as desired;
   - implement the data stream integrity check on the hddm output, was
   supposed to be done in time for the DC2, but was not there in time to use
   it;
   - make sure that all of this works with parts of the sim-recon tree that
   are not built by default (by "scons install" from src);
   - make sure that none of these changes actually modify ANY behavior when
   the new optional features are turned off.

The last thing is what I would appreciate your help doing. If there are any
standard runs that you do to benchmark algorithm performance, I would
appreciate you running those with the sim-recon-rj-pm build, and reporting
any differences you see.
