[Halld-offline] critical patch for hdds-root_h

Folks,

I've tagged a new version of hdds, tags/hdds-dc-2.2 , that has Richard's 
fix to hdds-root_h.cpp .

Note that this is HDDS. To use it you will have to rebuild your 
sim-recon against it.

Following Richard's advice, we'll call this an optional tag. He seems to 
be having problems with the build with the old tag (hdds-dc-2.1). I'm 
assuming that this means that if you get past the build with the old 
tag, you are home free. Yes? No?
