[Halld-offline] REST Format Changes

I’ve just checked in several changes to the REST format:

1) It’s now backwards compatible to data challenge 2 data.  Unfortunately, it is now (and will forever be) incompatible with any REST files generated in the last month.  

2) Now records which CDC rings and FDC planes each track had a hit on.  This can be used to help search for junk tracks. 

3) Now records matching between tracks & throwns by searching for common hits.  This functionality is still experimental, and is not yet incorporated into the full analysis chain.
