[Halld-offline] newish releases of hdds and sim-recon

Folks,

I got a bit behind in my release announcing. There are several releases 
of hdds (three releases) and sim-recon (two releases) that I have not 
told you about, but have been available for use if you happened to 
notice them out on the disk. They are:

hdds: 3.0, 3.1, and 3.2
sim-recon: 1.1.0 and 1.2.0
