[Halld-offline] location of version specification files (version.xml)

Folks,

Disclaimer: I am not completely happy with this way of organizing 
things, but it is what I have so far.

The version.xml files that I have been talking about and using are all 
in the following web directory:

   https://halldweb.jlab.org/dist/

At JLab the directory is /group/halld/www/halldweb/html/dist/

At this writing, the relevant files are:

Note that the vanilla "version.xml" is a link to the latest version.

Recall that each file contains a list of versions of packages that 
allegedly play well together. They can be used to direct a global build 
and to set-up an environment to use such a build.
